Full Description

The proposed project consists of a Right of Entry License Agreement (ROELA) with RIDA Chula Vista, LLC (Licensee) for the temporary use of the property identified as H-9 (see Exhibit A). Under the ROELA, the Licensee would be authorized to access and temporarily use the H-9 area for overflow vehicle parking when demand exceeds the capacity of the surface and structured parking facilities located on the adjacent leased premises. The site may also be used for self-parking and valet parking operations, staging of oversized vehicles and equipment, and event-related staging activities. In addition, the agreement would authorize the installation, maintenance, and subsequent removal of temporary fencing, gates, and other temporary access-control features necessary to support these activities. The proposed use is temporary in nature and would utilize the existing disturbed site without the construction of permanent improvements. It is anticipated that the ROELA would commence on November 1, 2026, and terminate on January 15, 2027.

This single prime contract involves the demolition and removal of existing non-LED lighting and the installation of new LED lighting fixtures and light poles. The project is structured into a Base Bid covering the first floor, seventh floor, and all stairwells, with five additive bid schedules for the second through sixth floors. To ensure the facility remains operational, the contractor must execute the work in phases, maintaining at least 80 percent of the building floor available for public access at all times. Requirements include adherence to prevailing wage laws, equal employment opportunity clauses, and the provision of faithful performance and labor and materialmen's bonds. Technical specifications require compliance with NETA ATS 2025 standards for electrical power equipment testing and the use of an independent testing agency. All materials must be stored in original manufacturer packaging and labeled according to UL 514A and UL 514C standards. The contractor is responsible for maintaining ADA parking continuity and emergency vehicle access throughout the project. Final payment is based on the percentage of work completed, and the District may withhold up to 150 percent of the value of any incomplete or corrective work identified during the final inspection and punch list process.
