RIO DE LA PLATA FLOOD CONTROL PROJECT, SUPPLEMENTAL CONTRACT 1 PROJECT LOCATION: DORADO AND TOA BAJA, PUERTO RICO

The Rio de la Plata Flood Control Project, Supplemental Contract 1, aims to mitigate flooding risks in the municipalities of Toa Baja and Dorado, Puerto Rico, through a multi-faceted construction effort. This contract includes building four major components: the East and West Levees, channel widening with slope and scour protection, and four culvert structures (3A, 6A, 7, and 11), alongside several smaller features designed to improve both interior and exterior drainage such as additional culverts and drainage swales. The scope of work also encompasses clearing and grubbing, temporary construction crossings, demolition of abandoned structures, utility relocations, and the protection of cultural resource areas, with all works influencing public roads or utilities adhering to the Puerto Rico Highway and Transportation Authority standards. With an estimated project value between $250 million and $500 million, the contract will be awarded through a Request for Proposal (RFP) process following a Best Value Trade-Off evaluation under Federal Acquisition Regulations. The selected contractor will receive a single firm fixed price contract with a performance period of approximately 1,619 calendar days from the Notice to Proceed. Performance and Payment Bonds are required within 10 days of contract award, and liquidated damages will apply for any delays beyond the completion deadline. The solicitation will be published around May 18, 2026, with proposals due by July 17, 2026. This solicitation is unrestricted, welcoming all eligible businesses, including small business entities under NAICS code 237990, and encourages innovative teaming arrangements.
