RIV-91 CAPM

The RIV-91 CAPM project, managed by the California Department of Transportation District 8, involves extensive roadway maintenance and infrastructure improvements located on State Route 91 between postmiles 10.0 and 13.5 in Riverside County. The primary scope of work includes replacing deteriorating Portland Cement Concrete slabs on the mainline, grinding all lanes, and performing cold planing and Asphalt Concrete overlays on shoulders, entrance ramps, and exit ramps. Additional structural improvements consist of constructing JPCP ramp termini at exit ramps, building approach slabs at Magnolia Avenue, and upgrading existing Metal Beam Guard Rail to the Midwest Guardrail System. The project also prioritizes safety, accessibility, and modern transit elements through several specialized upgrades. These include bringing curb ramps up to Americans with Disabilities Act standards, replacing roadside sign panels, rehabilitating lighting, and restoring Transportation Management System elements. To enhance multi-modal transportation, the project will add green-colored pavements for bike lanes on La Sierra Avenue and Pierce Street, and provide enhanced-visibility crosswalks at ramp intersections. This project has been filed as categorically exempt due to its nature as minor alterations with negligible expansion of use.
