RivCoParks Hazardous Fuels Reduction Project

The RivCoParks Hazardous Fuels Reduction Project, managed by the Riverside County Regional Park and Open-Space District, involves fuels reduction across approximately 938.73 acres at six sites in Riverside County. The scope of work is divided into two primary components: weed abatement covering 878.4 acres at the Hidden Valley Wildlife Area, Multi-Species Reserve, Norton Younglove Reserve, and Box Springs Mountain Reserve, and tree canopy fuels reduction covering 60.33 acres at Idyllwild and Valley High Oak Reserve. Activities include vegetation thinning, brush clearance, the removal of dead or hazardous plant material, and minor site grading, provided that healthy, mature, scenic trees are preserved. The project is categorized as exempt under CEQA Guidelines due to the nature of the land alterations and the lack of significant environmental impacts. A critical requirement of the project is the employment of Qualified Biologists to oversee biological monitoring and the implementation of specific environmental measures. These biologists must be experts in local sensitive resources, including the mountain yellow-legged frog, Johnston's rock cress, and other protected species, and are authorized to stop or redirect work to protect these resources. Key deliverables include the administration of a Worker Environmental Awareness Program, the establishment of Environmentally Sensitive Areas, weekly email updates to the District, and a final effectiveness report. Performance is subject to seasonal constraints from April 1 through August 31, and all work must adhere to Regional Water Quality Control Board requirements and Multiple Species Habitat Conservation Plan Best Management Practices.
