The Pre-Proposal Meeting will be conducted on Tuesday October 13, 2026, at 9:00 a.m. local time at the Hilton Garden Inn Texarkana Convention Center, 4610 Cowhorn Creek Road, Texarkana, TX 75503 A project presentation and refreshments will be held from 9:00am to 11:00, followed by a site visit to the GMP #1 project location from 12:00 PM to 1:00PM.
