Riverside County’s Department of Environmental Health (DEH) has entered into a five-year lease agreement with Enterprise Circle Investments, LLC for office space located at 27431 Enterprise Circle West, Suite 101, in Temecula, California. The facility, measuring approximately 4,116 square feet, is intended to house DEH operations with the goal of improving both internal workforce efficiency and public service delivery. The lease is set to commence in December 2025, following the completion of tenant improvements funded by the landlord and reimbursed by the County on a monthly basis throughout the term. These improvements include the construction of a new reception area, full interior paint and flooring upgrades, enhancements to the IT room, selective wall removals, and upgrades to the kitchen counter. The project has been determined to qualify for categorical exemptions under the California Environmental Quality Act (CEQA), specifically Sections 15301 and 15061(b)(3), as it involves no expansion of capacity or significant environmental impact. The County’s Facilities Management team, led by Mike Sullivan, administers the agreement, using a designated accounting code for reimbursement processing via journal voucher. No federal contract clauses or FAR provisions apply, as this is a local government real estate transaction without federal funding or oversight. The procurement was conducted through a Request for Proposal process, from which Enterprise Circle Investments, LLC was selected as the most suitable provider, though specific evaluation criteria and award rationale are not documented. The physical performance location is clearly defined, and all delivery, acceptance, and inspection responsibilities fall under the County’s oversight. The lease does not include options for renewal, key personnel requirements, security clearances, or other special federal contractual conditions, and no socioeconomic certifications or unique entity identifiers for the landlord are provided. The projected duration of the agreement runs through December 2030.

On July 2, 2024, the Board of Supervisors approved Minute Order 3.3 authorizing Facilities Management Real Estate (FM-RE) to locate suitable office space for DEH in the City of Temecula or the surrounding area. FM-RE issued a Request for Proposal (RFP) and received submittals from various landlords. Of the proposals submitted, Enterprise Circle Investments LLC, a California limited liability company (Landlord), was selected for its existing building known as the New American Office Building located in Temecula. The 4,116 square-foot facility located at 27431 Enterprise Circle West, Suite 101, Temecula, will accommodate DEH’s program needs by providing more efficient workspace for employees while providing ample space to provide improved services to the community. A new lease agreement (Lease) represents a 5-year term to commence upon completion of tenant improvements. The improvements requested include a new reception area to accommodate staff, paint and flooring throughout the suite, IT Room upgrades, removal of a few walls, and kitchen counter upgrades. The work will be contracted and paid for by the Landlord and the County will reimburse Landlord monthly for the improvements throughout the term of the Lease. The occupancy of the facility by DEH is anticipated to commence December 2025. The Lease Agreement with Enterprise Circle Investments, LLC is identified as the proposed project under the California Environmental Quality Act (CEQA). The proposed project would not result in an increase in capacity or physical expansion. No significant physical changes would occur as a result of the Lease Agreement.

Request for Lease Proposal (RFLP) Enhanced Use Lease Project Nellis Air Force Base, NV
Solicitation # AFCEC-26-R-0007
The Department of the Air Force is soliciting proposals through a Request for Lease Proposal (RFLP AFCEC-26-R-0007) to establish a long-term ground lease for approximately 51.1 acres of land located just outside the fence line of Nellis Air Force Base in North Las Vegas, Nevada. The goal is to select a qualified Offeror to finance, develop, construct, own, and operate private commercial improvements on the property under an Enhanced Use Lease (EUL), with the Government retaining ownership of the land. Proposals must align with seven key objectives: optimizing use and financial return to the Government, minimizing risk and environmental impact, ensuring compatibility with military missions and adjacent operations, adhering to commercial best practices, and fostering positive community relations. The solicitation is open until September 10, 2026, and responses must be submitted electronically or by hard copy, with a maximum proposal size of 40 narrative pages and a 10 MB file limit for electronic submissions. Offerors are required to include detailed project descriptions, financial pro formas, organizational experience, and an integrated project schedule, with no numerical weights assigned to evaluation factors—instead, selections will be based on best value, integrating assessments across four critical factors: project description, return to the Government, organization and capability, and project planning. The evaluation process is structured in two phases: initial assessment and ranking of submitted proposals followed by lease negotiations with the top-ranked offeror. Proposals will be assessed using color-based ratings—Blue for exceptional, Green for acceptable, Yellow for marginal, and Red for unacceptable—with any Yellow or Red-rated submissions potentially excluded. Mandatory compliance with Federal labor statutes such as Davis-Bacon and the Contract Work Hours and Safety Standards Act is required, and these clauses must flow down to all subcontractors. Additional special requirements include strict prohibitions against previously engaged RESS/PRESS contractors for ten years, disqualification of entities with significant ownership tied to terrorist countries, retention of all water rights by the Government, and sole responsibility of the lessee for emergency services. Offerors must provide legal documentation, audited financial statements, organizational charts, certificates of good standing, and signed compliance statements with mandatory clauses. No small business set-asides are in effect, and neither size status nor socioeconomic certifications are required. The Government will not provide payment office details, invoicing systems, or contract administration personnel identifiers beyond the primary and secondary points of contact. Final lease execution will occur only after negotiations and formal approval, and
