The contract covers the procurement of 123 blind rivets with NSN 5320-01-608-5740 under solicitation SPE4A6-26-T-06ZE, issued by the ASC Commodities Division of the Department of Defense for delivery to Travis Air Force Base, California, with a 20-day delivery window after award. The item is classified under NAICS code 332722 and is subject to strict compliance with federal and Defense Logistics Agency (DLA) standards, including packaging per ASTM D3951 and RP001, labeling and barcoding in accordance with MIL-STD-129, and adherence to hazardous material regulations under OSHA’s Hazard Communication Standard and MIL-STD-129 for radioactive content. Inspection and acceptance occur at the destination by the government under FAR 52.246-2, with quality verification governed by MIL-STD-1916 or ASQ H1331 using zero-conformance sampling unless otherwise specified, and the DLA Master List of Technical and Quality Requirements takes precedence over all general standards. Contractors must comply with DFARS 252.225-7048 and 252.204-7012 for safeguarding covered defense information, submit Safety Data Sheets for hazardous materials, remove government markings from non-accepted items, and ensure all shipments use U.S.-flag vessels under maritime transport requirements. The contract mandates employment compliance with equal opportunity, anti-trafficking, whistleblower rights, and ethics provisions for former DoD officials, and requires electronic invoicing via WAWF. Offerors must be registered with a UEI and CAGE code, represent their small business or socioeconomic status if applicable, and submit proposals solely through the DIBBS portal by the July 24, 2026 deadline, with pricing based on FOB origin and an estimated contract value of $792.00 based on a single line item at $3.96 per unit.
