The United States Department of Commerce, National Oceanic and Atmospheric Administration, and the National Weather Service intend to award a sole-source, firm-fixed-price purchase order to R.M. Young Company for the procurement of HD Wind Monitors/Anemometers and standard Wind Monitors/Anemometers, specifically part numbers 05103-1 and 05108-1. These commercial items are essential for the National Data Buoy Center's technical refresh of the Self Contained Ocean Observations Payload and the Tropical Atmosphere/Ocean Array. The contract includes optional line items extending through fiscal year 2022 to ensure the continued deployment and maintenance of buoys critical to the Weather-Ready Nation initiative and the protection of life and property through environmental observations. R.M. Young Company was selected as the only responsible source due to the specific technical requirements of the sensors, which include low power consumption and the unique ability to measure wind gusts exceeding 100 meters per second, a range currently unsupported by sonic anemometer technology. Additionally, the equipment utilizes specific cables and connectors developed in coordination with the National Data Buoy Center. This acquisition falls under NAICS code 334519 and is justified under FAR 13.106-1(b)(1)(i), as market research indicated no other sources could meet the necessary technical specifications.
