Road 2281 M.P. 0.43 Storm Damage Repair

The Pacific Ranger District, Olympic National Forest, intends to acquire by contract the reconstruction of storm damaged Forest Service Road 2281 at M.P. 0.43. Project includes, but is not limited to: staking; removal and disposal of a 48-inch pipe; and installlation of a 102-inch corrugated steel pipe. This project is located on Section 33, Township 22 North, Range 8 West W.M., near, Hoquiam, Washington. It may be reached by traveling north from Hoquiam on HWY 101 for approximately 23 miles. Turn Right (HWY 101 M.P. 112.58) onto the Donkey Creek Road (FSR 22). Follow the DONKEY CREEK ROAD for approx. 14.8 miles, to the junction with FSR 2281 turn left onto the FS Road 2281 and follow for approx. 0.43 miles to the project location. Note road 22 may be closed untail June 29th. During that time the site may be reached via FSR 2220 witch is 4.5 miles north on HWY 101 from the Donkey Creek Road. Turn Right onto FSR 2220. Follow FSR 2220 for 9.2 miles to the junction with FSR 2204, turn right onto FSR 2204 and follow it to the junctoin with FSR 22. Turn left onto FSR 22 and follow it 6.6 miles to the junction with FSR 2281. Period for performance is from contract award to October 15, 2011. Construction period is from July 1stt to October 15th. In-stream construction is restricted to July 16th to September 30th. Project Manager is Mr. Rick Greaves, 360-956-2288. The Forest Service will proceed to issue a solicitation as a Request for Proposals (RFP) on or about July 23, 2010. This acquisition is 100 percent set-aside for small business concerns. The Forest Service will award a firm fixed-price contract to that responsible Offeror whose proposal, conforming to the solicitation, is fair and reasonable, and has been determined to be the best value to the Forest Service. The government estimated value is between $100,000 and $250,000. A bid bond is required. Performance and payment bonds are required for this project. Davis-Bacon wage rates apply to any resulting contract All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
