SOLICITATION IS NOW ISSUED AND AVAILABLE AT: https://www.fbo.gov/index?s=opportunity&mode=form&id=201ea410c4ad315f57fc28e0ac67c3ca&tab=core&_cview=1 SPECIAL NOTICE INSTRUCTIONS This is a Special Notice only to alert all interested contractors in the Okanogan-Wenatchee National Forest of this opportunity. The solicitation for this requirement will be advertised on the Federal Business Opportunities (FBO) Mt. Baker-Snoqualmie National Forest account. BASE CONTRACTS The Forest Service intends to award twelve (12) base Indefinite-Delivery Indefinite-Quantity (ID/IQ) contracts for all forests; this number may increase/decrease based on the number of proposals received. INDIVIDUAL PROJECT TASK ORDERS (IPTOs) After base ID/IQ awards are made individual project task orders will be issued as each requirement develops over the period of performance. CONTRACT TYPES There is a potential for multiple contract types on this ID/IQ, e.g., Firm-Fixed-Price (FFP), Time-and-Materials (T&M) and Labor-Hour (L-H). CONTRACT PERIOD OF PERFORMANCE Five (5) years. CONTRACT CEILING AMOUNT The cumulative value of all IPTOs issued over the 5-year period of performance shall not exceed $10,000,000. MINIMUM GUARANTEE There is a minimum guarantee of $2,500.00 for every base ID/IQ contract holder that does not receive an initial IPTO valued at $2,500.00 or more. The minimum guarantee will be the first IPTO issued. When an IPTO is issued that is valued at $2,500.00 or more to a contractor that received an initial minimum guarantee, this IPTO will be deobligated and returned to the government. If a particular contractor does not receive an IPTO valued at $2,500.00 over the life of the ID/IQ this amount will be paid to the contractor at the end of the period of performance. SCOPE OF CONTRACT This solicitation covers multiple projects for road construction on various forests in Washington State. Individual Project Task Orders may include, but are not limited to, the following types of highway, street and bridge construction activities: New road construction; Road reconstruction/restoration; Road decommissioning; Construction of steel, concrete, and timber road bridges; Trail bridges located at trailheads readily accessible by road building equipment; Burned Area Emergency Response (BAER)requirements; Emergency Relief for Federally Owned Roads (ERFO) requirements; Culverts, aquatic passage structures, and ancillary structures; Trailhead construction, trail construction, or other roadbed construction; Erosion type work for roads, stream banks, and lake shore erosion work. APPLICABLE SPECIFICATIONS federal Highway Administration's Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-03 / FP-14). IDIQ COVERAGE AREA Mt. Baker-Snoqualmie National Forest (Zone 1), Colville National Forest (Zone 2), and the Okanogan-Wenatchee National Forest (Zone 3). BONDING / PAYMENT PROTECTION REQUIREMENTS Depending on the Individual Project Task Order dollar values, a Bid Bond, Payment Bond, Performance Bond AND alternate forms of payment protection may be required. The requirement will be clearly cited in each task order if applicable. INSURANCE COVERAGE Research "AGAR 452.228-71 Insurance Coverage (Nov 1996)" to ascertain the insurance required during the life of this ID/IQ. Once the solicitation is issued this will be included in Section H - Special Contract Requirements.
