ROAD MAINTENANCE GRADING PROJECT IN FRANKLIN AND GULF COUNTIES

The Florida Fish and Wildlife Conservation Commission is soliciting competitive bids for annual road maintenance grading projects located at the Apalachicola River Wildlife and Environmental Area in Gulf and Franklin Counties and the Box-R Wildlife Management Area in Franklin County. The scope of work includes providing all labor, equipment, and materials to harrow road surfaces and rework inside ditch slopes to a 4:1 or gentler swale, ensuring the roads meet bearing capacity standards for loaded logging trucks. The initial year of work is estimated at 15 miles for the Apalachicola River area and 10 miles for the Box-R area. The resulting contract is intended to be effective for three years, and bidders must provide pricing for the initial year and three renewal years. The contract will be awarded to the responsive and responsible bidder offering the lowest total bid price, calculated as the sum of the per-mile costs for three specific job areas. To be considered, bidders must be registered in the MyFloridaMarketPlace and SunBiz systems, provide at least three verifiable references for similar work, and submit a sealed physical bid by the deadline. Key requirements include maintaining specific workers compensation insurance limits, adhering to E-Verify registration, and certifying compliance with Florida statutes regarding scrutinized companies and the boycott of Israel. Payment is made via EFT, with 10 percent of each invoice withheld until the final inspection and acceptance of all project work by the Contract Manager.
