Road Safety Audits: Safe Streets and Roads for All Program (SS4A)

Baltimore County is soliciting proposals for a qualified traffic engineering firm to conduct multiple Road Safety Audits (RSA) under the Safe Streets and Roads for All (SS4A) program. The primary objective is to proactively identify and prioritize roadway safety improvement strategies to reduce fatalities and serious injuries within specific study areas. The project involves comprehensive data collection on traffic volumes, crashes, and roadway geometry, as well as leading field visits and working sessions with county staff. All work must adhere to FHWA-accepted RSA standards and USDOT SS4A Discretionary Grant Program guidelines. The contract is designed as a three-year engagement with a completion deadline of December 31, 2029, and a maximum total compensation limit of 4,435,000 dollars. The selection process is a Qualification Based Selection, evaluating firms on their technical proficiency, demonstrated experience, administrative structure, and references rather than price alone. Awardees must comply with various federal and local regulations, including the Davis-Bacon Act, Equal Employment Opportunity standards, and the Build America, Buy America (BABA) requirements. Required deliverables include a project management plan, meeting materials, and a final report documenting all recommendations. Contractors are required to provide performance and payment bonds for the full contract amount and must not be listed on the government-wide exclusions in the System for Award Management.
