Roads/Pavements & Misc. Civil Work Indefinite- Delivery/Indefinite-Quantity (IDIQ) Contract, Misawa Air Base, Japan

This contract is a fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) award for roads, pavements, and miscellaneous civil work at Misawa Air Base, Japan, and within a 40-kilometer radius, including the Hachinohe Fuel Terminal, with exclusions for the airfield and Draughon Range. The scope includes repair, maintenance, and construction of pavement structures such as roads and parking lots, along with related civil works like curb and gutter installation, drainage pipes, manholes, earthwork, sidewalks, pavement markings, traffic signage, demolition, and restoration of obstacles. Work is executed through individual task orders issued under the contract, with technical requirements detailed in specifications, drawings, and exhibits referenced in Section J, incorporating standards such as ASTM and ICC A117.1 for materials and construction methods. The contract has a one-year base period with an option for one additional year; the second option year was deleted. The guaranteed minimum amount is JPY 300,000, and the maximum potential value is JPY 1.5 billion, with all pricing in Japanese yen and unit prices to be submitted by offerors in Exhibits A and B. Performance must take place at the designated locations, with contractors required to establish local presence near Misawa Air Base, maintain a bilingual English-Japanese representative on-site, and submit all documentation in English. Compliance with military standards is mandated, including MIL-STD-129 for packaging, marking, and barcoding of materials, and Defense Base Act and war-hazard insurance coverage for personnel. Inspection and acceptance are conducted by the Government at the destination locations, guided by FAR 46.401(b) and 46.503, with testing protocols requiring laboratory validation and lot-based acceptance criteria tied to daily production or 2,000 tonnes. Disputes must first be resolved through U.S.-Japan Joint Committee conciliation under the Status of Forces Agreement, and only written, authorized change orders by the Contracting Officer qualify as modifications. Proposals must be submitted in four bound parts—summary, price, past performance, and miscellaneous—with three physical copies and two electronic copies on CD or DVD using specific file formats. Evaluation prioritizes past performance alongside price in a competitive tradeoff process, not LPTA, and offerors must disclose UEI, CAGE codes, and small business status per FAR clauses. Work requires advance coordination for site access, including 30-day notice for
