Purpose of this Advance Proposed Procurement Notice This is an advance notice for the procurement of a Contractor to complete a culvert replacement near Carrot River, Saskatchewan. Please note that all quantities and project details are subject to change. This tender will have a shortened advertising period and will have an early completion date. The work is expected to take place as early as August 2026, with a specified completion date of October 31, 2026. The Ministry reserves the right to not proceed with advertising this work. Description of the Procurement: Description of the Work: SUPPLY AND INSTALLATION OF ONE 2 400 mm DIAMETER POLYMER LAMINATED CORRUGATED STEEL PIPE CULVERT by open excavation of the roadway on Highway No. 23 approximately 9.8 km south of its intersection with Municipal Highway No. 789; for a TOTAL LENGTH OF 85.0 m. The following quantities are initial design estimates and are subject to change in the issued tender documents. Estimated quantities of materials (subject to change): Proposed Culvert: 1 – 2 400 mm x 85 m Polymer Laminated Corrugated Steel Pipe (CSP) Culvert 125 mm x 25 mm corrugations 2.8 mm wall thickness 17m-17m-17m-17m-17m segment lengths Culvert End Stiffener – 1 Granular Base Course – 880 t Asphalt Concrete – 140 t Riprap Type 1 – 180 m3 Riprap Type 2 – 160 m3 Granular Backfill – 1 350 m3 Earth Excavation – 21 600 m3 Sideslope Repair - Area of approximately 600 m2 The contractor will be responsible for supplying borrow material, granular backfill, geotextiles, riprap, granular base course, asphalt concrete, culvert markers, and erosion control materials to replace the culvert. Deposit with each Tender - 5% of total bid Deputy Minister of Highways Bidders may request a debriefing session from Ministry of SaskBuilds and Procurement by emailing [email protected] within 30 days after the award notification date. The intention of the debriefing is to aid the Bidder by identifying areas of improvement that may be applied to subsequent procurement opportunities.
