1. Advance Contract Award Notice (ACAN): An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the Requirement: The Aluminum Technology Centre provides technological solutions for its clients in the aluminum transformation sector by offering direct access to cutting-edge scientific infrastructure and expertise in assembly process development and aluminum forming. The main aluminum transformation technologies available include adhesive assembly, various welding techniques (laser welding, friction stir welding and robotic arc welding), semisolid casting, forming and extrusion, as well as techniques for evaluating mechanical resistance, environmental sustainability, and metallurgical and chemical characterization. The NRC's Aluminum Technology Centre works with its clients and partners in the aluminum transformation industry to improve manufacturing processes and allow them to make lighter, more cost-effective and more environmentally friendly products. The center has research facilities dedicated to aluminum transformation processes and characterizing the performance of the manufactured products. For this requirement, the National Research Council Canada has a highly specialized requirement for a Robotic Integrator, the Contractor must supply all required, parts for the integration package fully compatible with the labs Robotic spraying system and manifold for high pressure die casting (Designed and built by LINCOLN ELECTRIC AUTOMATION (LEA), LEA is an industry leading integrator that manufactures the labs existing Robotic spraying systems and manifold for aluminum high pressure die casting for scientific and research purposes. The Contractor has significant experience in robotic programming for metal manufacturing and is a Fanuc certified integrator as advertised under the Solicitation Phase 31206-237781. The Contractor will supply the NRC with a Rimrock Enozzle die casting spraying head, a replacement Fanuc Robot M-710iC/70 ENET R-30IB+ and a R-30iB Plus controller. These platforms must be integrated as a single testbed inclusive of a SC N/53 Dataview evolution Buhler die casting machine (DCM) and a Robotic spraying system manifold for aluminum high pressure die casting. 3. The equipment must meet all mandatory technical requirements: SECTION 1: 70kg payload Fanuc M-710ic/70 FoundryPRO ENET R-30IB+; The system must include all of the following: Integration 1. Must have all the hardware necessary for integration with the Buhler die casting machine according with the DCM I/O Buhler Interface for Die Spray Unit GEB-19200-en.1K 2. Must have all the hardware necessary for the interface between the Fanuc robot and the Enozzle spray head from Rimrock Lincoln Electric Automation (LEA) contract number CW2289632_31206-237781 Robotic spraying system and manifold for aluminium high pressure die casting 3. Pre loading program for integration of the Enozzle spray head and the NRC DCM, respecting all the positions described in the Buhler Interface for Die Spray Unit GEB-19200-en.1K and the contract number CW2289632_31206-237781. English Dictionary INSTALLATION The Contractor will oversee and supply all associated materials required to complete the installation, integration and configuration of the deliverables at the site (for example: connectors, cables, and any other accessories required) Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements): • Must have the intellectual property rights to provide Fanuc equipment including warranty and must be a Certified Fanuc Integrator; • Must have the intellectual property rights to integrate using a LEA research platform all equipment, all designs, data integration and research methods established by LEA. • Must be a fully compatible research platform, interchangeable with existing equipment. • Must have a proven track record in the successful integration of an Enozzle spray head from Rimrock Lincoln Electric Automation (LEA) to a Fanuc Robot M-710iC/70 FoundryPro ENET R-30IB+ and a R-30iB Plus controller 4. This procurement is subject to the following trade agreement(s): o Canadian Free Trade Agreement (CFTA) o Canada-Chile Free Trade Agreement (CCFTA) o Canada-Colombia Free Trade Agreement o Canada-Honduras Free Trade Agreement o Canada-Korea Free Trade Agreement 5. Justification for the Pre-Identified Supplier: NRC’s existing Robotic spraying system and manifold for high pressure die casting was designed and built by LINCOLN ELECTRIC AUTOMATION (LEA), LEA is an industry leading integrator that manufactured the NRC’s existing Robotic spraying systems and manifold. All equipment will be integrated using a LEA research platform, all designs, data integration and research methods are the intellectual property rights of LEA. The Contractor has significant experience in robotic programming for metal manufacturing and the Contractor is a Fanuc certified integrator, as Fanuc designs and robots are being integrated into NRC’s research supply chain, the Contractor must retain Fanuc Warranty and intellectual property rights 6. Government Contracts Regulations Exception(s): The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - Only one person is capable of performing the work: The exception is being invoked where patents technical compatibility factors and technological expertise suggest that only one contractor exists. 7. Exclusions and/or Limited Tendering Reasons: The following exclusion(s) and/or limited tendering reasons are invoked under the: a. Canadian Free Trade Agreement (CFTA) – Article 513 (1) (b) (iii): due to an absence of competition for technical reasons; b. Canada-Chile Free Trade Agreement (CCFTA) – Article Kbis-16 (2) (c): necessary to protect intellectual property; c. Canada-Colombia Free Trade Agreement – Article 1409 (1) (b) (iii): due to an absence of competition for technical reasons; d. Canada-Honduras Free Trade Agreement – Article 17.11 (2) (b) (iii): due to an absence of competition for technical reasons; e. Canada-Korea Free Trade Agreement – referencing the WTO Protocol Amending the GPA, Article XIII (1) (b) (iii): due to an absence of competition for technical reasons; f.
