Hillsborough County plans to award a sole source contract to Blades Group LLC for the purchase of Rock Asphalt over a three-year period, with an estimated value of $246,192. Rock Asphalt is a unique material consisting of limestone rock naturally infused with asphalt, offering significantly better cohesion—three to five times greater than typical cold mix—which enables longer-lasting repairs by reducing material loss under traffic. Blades Group LLC is identified as the sole provider of this proprietary, mined, and bagged material in the hemisphere, justifying the sole source procurement in accordance with the County’s Procurement Policy. The contract allows the County to extend the time frame, adjust the scope of services based on evolving needs, and increase the award amount accordingly. This notice is not a solicitation for competitive bids, but it invites any potential providers with the capability to supply the identified proprietary goods to submit clear and convincing evidence to challenge the sole source designation by the specified deadline. Any such challenges will be carefully reviewed to determine if a competitive solicitation is warranted. If no challenges are submitted by the deadline, the contract award to Blades Group LLC is expected to proceed.

This procurement is being made in accordance with Section 3-205(2)(a) of the County’s Procurement Policy as Blades Group LLC, is the only known provider (mined and bagged) of this unique material in this hemisphere. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.

Contractors who are able and interested in providing all the identified propriety goods must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement.
