The University of Iowa is seeking proposals from qualified suppliers to provide drilling services for a geochemical research project focused on the Elgin Member in the Dubuque area of Iowa. The project involves drilling up to ten boreholes, each reaching depths of approximately 75 to 100 feet, totaling around 1,000 feet of subsurface sampling across various public and private lands. The primary goal is to improve understanding of the geological distribution and mineral enrichment, particularly of critical minerals like rare earth elements, which have been previously identified through surface studies but require subsurface data for comprehensive analysis. The contract is valued at approximately $72,000 and must be executed via the university’s eBid system, with responses due by October 21, 2025. The contractual framework incorporates the University of Iowa’s standard terms and conditions, emphasizing compliance with Iowa laws, insurance requirements, and provisions related to warranties, independent contractor status, and remedies in case of default. The project’s successful execution will support the university’s research objectives by providing essential subsurface data to evaluate mineral deposits more accurately. Additional related documents include various procurement notices, such as bids for construction, recycling services, and other municipal projects, highlighting the university’s and local government’s ongoing procurement activities. The overall process underscores the importance of timely, compliant submissions and adherence to specified contractual and procedural guidelines to ensure project success.

Please be aware that this is an extensive bid. All Suppliers are cautioned to allow ample time for the submittal of RFP responses well before the due date time requirement. Bids must be submitted via the eBid system.
The University is seeking a qualified and experienced supplier to provide drilling services in support of a geochemical research initiative. The project entails drilling rock cores at up to ten distinct locations to obtain subsurface samples for geochemical analysis. Each borehole is anticipated to reach depths of approximately 75 to 100 feet, totaling an estimated 1,000 feet of drilling across all sites. Drilling will occur on a combination of public and private lands located throughout Dubuque County and northeastern Jackson County, Iowa. Detailed site information will be provided to the selected supplier upon award of the contract. The primary objective of this project is to enhance the geological understanding of the Elgin Member in the Dubuque area. Previous investigations based on surface outcrop samples have revealed elevated levels of critical minerals, including rare earth elements (REEs). However, these studies were limited due to the restricted surface exposure of the Elgin Member. Subsurface drilling and core sampling are essential to accurately assess its thickness, distribution, and mineral enrichment.
