The Fairfield-Suisun Unified School District is soliciting proposals under RFP #2294-28 for a multi-year, E-rate eligible internet service contract to provide connectivity at 2490 Hilborn Road, Fairfield, California. The scope of work includes the provision of a transport circuit, necessary hardware, BGP routing, connectivity monitoring, troubleshooting, and 128 dedicated routable IPv4 addresses. The District is seeking bandwidth levels ranging from 10 Gbps to 50 Gbps, with the flexibility to upgrade or downgrade incrementally. Pricing is requested for two term options: a three-year term with two one-year extensions, or a five-year term, with services contingent upon funding for E-rate Year 2027 (Year 30). Award selection will be based on best value, with evaluation weights assigned to responder cost (35%), experience with the District (20%), quality of the proposed solution (15%), implementation timeline (10%), service level agreement (10%), and overall responsiveness to the RFP (10%). Bidders must maintain FCC Green Light Status, provide a valid Service Provider Identification Number (SPIN) and FCC Registration Number (FRN), and certify that equipment complies with the Secure Networks Act. Additionally, the successful contractor must conduct criminal background checks for employees with unsupervised campus access and maintain specific insurance limits, naming the District as an additional insured. Invoicing is structured through USAC via Form 474, with the District responsible only for the non-discounted share of costs. Emergency Internet Service – LEO Satellite & LTE Multi-Carrier Connectivity
Solicitation # 2026-RFP-0071
The County of Sacramento, through the Department of General Services, is soliciting proposals under RFP 2026-RFP-0071 for a fully managed, bonded, multi-path emergency internet connectivity solution for its Emergency Operations Center. The required system must integrate low-earth-orbit satellite broadband and LTE/5G cellular services across at least three primary carriers, including Verizon, AT&T, and T-Mobile. Key technical specifications include a minimum combined throughput of 500 Mbps, automated failover, static IPv4 support, firewall integration, and 24/7 monitoring and support. Proposals are due by October 29, 2026, with a planned contract award date of December 1, 2026. Award decisions will be based on factors other than price alone, utilizing a 1,000-point scoring system that evaluates pricing, RFP compliance, performance guarantees, scalability, durability, and delivery time. Because installation involves affixing hardware and cabling, it is classified as Public Works under California Labor Code, requiring the contractor to be registered with the Department of Industrial Relations and comply with prevailing wage laws. Additionally, the contractor must adhere to Section 508 accessibility standards, government cybersecurity guidelines, and the County's Good Neighbor Policy. Payment will be processed through a Virtual Card Program in partnership with U.S. Bank. Local business and state-certified micro-business enterprises may be eligible for price or point preferences of 5% and 2%, respectively.

AI Contract Overview

The Department of Veterans Affairs Technology Acquisition Center Austin awarded a firm fixed price contract to Comporium, Inc., a small business based in Rock Hill, South Carolina, for Local Exchange Carrier voice communication services at the Rock Hill CBOC. This action was executed as a sole source procurement under FAR 13.106-1(b)(1) because Comporium was determined to be the only reasonably available source. This determination was based on the critical need to maintain existing telephone numbers and avoid the significant infrastructure installation requirements that other vendors would necessitate, which could delay service by six months or more. Market research conducted in July 2022, including a Request for Information and outreach to other vendors, confirmed that awarding the contract to any other provider would result in unnecessary transition costs and potential life safety issues. The contract, identified by solicitation number 36C10A22P0028 and NAICS code 517311, ensures the continuity of essential communication services for the facility located in Rock Hill, South Carolina.
