ROCKY MOUNTAIN WEST PROGRAM

This contract pertains to the annual bulk fuel procurement for the Rocky Mountain, West Coast, and Offshore regions under the 2019 Purchase Programs. The procurement covers a variety of aviation and naval fuels to be delivered across multiple bases in these regions within the United States. The ordering period extends from the date of award through September 30, 2020, with a delivery timeframe beginning October 1, 2019, and concluding September 30, 2020, including a 30-day carryover period. Deliveries will be made via tanker, barge, truck, and pipeline to accommodate logistical needs. The total estimated quantities include approximately 3.78 million gallons of JP8 turbine fuel, 125.9 million gallons of JP5 turbine fuel, 573.5 million gallons of JAA turbine fuel, 66.5 million gallons of JA1 turbine fuel, and 101.7 million gallons of naval distillate fuel (F76). The Defense Logistics Agency (DLA) Energy encourages participation from small businesses, allocating about 47.39% of the fuel quantity for small business concerns. Offerors must ensure their System for Award Management (SAM) designations are accurate to qualify. Use of the Bulk Offer Entry Tool (Bulk OET) for electronic submission and signature of offers, including the SF 1449 form, is mandatory for this solicitation. The contract is managed out of Fort Belvoir, Virginia, with contract specialists Bernard Mage and Eduardo Davila serving as points of contact.
