1.1 Purpose This Statement of Work defines the roles, responsibilities, deliverables, and terms for a third-party consultant engaged by The City of Calgary and Rocky View County to support the development of a joint Fire and Emergency Response Strategy for the Prairie Gateway Area Structure Plan (ASP). The selected consultant will be responsible for preparing a Joint Interim Report and a Final Emergency Response Strategy that addresses key service delivery challenges related to fire and emergency response in this major regional industrial development. The consultant will work collaboratively with internal teams from both municipalities and key external stakeholders to ensure the strategy is evidence-based, cost-effective, and compliant with applicable codes and regulations. 1.2 Objectives The selected consultants will support the municipalities and the Emergency Response Working Group in achieving the following objectives: • Risk and Capacity Assessment: Identify fire and emergency service risks associated with the ASP and assess current service capabilities and gaps. • Joint Strategy Development: Lead the drafting of a Joint Interim Report and a comprehensive Fire and Emergency Response Strategy with actionable recommendations. • Stakeholder Engagement: Facilitate dialogue between the municipalities, the developer, CPKC, and other relevant parties. • Implementation Planning: Support the preparation of an implementation roadmap, including phasing, funding models, and governance.
