The solicitation was posted on February 12, 2026, with a response deadline of February 19, 2026. All bids must be submitted electronically via the Bonfire portal, where vendors must complete the BidTable and provide necessary supporting documentation. The scope of work requires the delivery of supplies that strictly adhere to specified drawings, technical requirements, and manufacturer part numbers, with final inspection and acceptance occurring at the destination in Texas. The contract is governed by DART's specific Purchase Order Terms and Conditions, which mandate FOB Destination shipping terms with freight costs included in the overall price. Payment terms are Net 30, with invoices submitted in triplicate to a designated email address. Key compliance requirements include certifications that the seller does not do business with Foreign Terrorist Organizations and does not participate in the boycott of Israel. Additionally, the seller must warrant that no DART officials have a financial interest in the contract and must take affirmative steps to utilize minority-owned and women-owned businesses in subcontracting. The Authority maintains the right to terminate the order for default if the seller fails to perform within specified time periods, as delivery timeliness is considered essential.

Full Description
--- **PURCHASE ORDER TERMS AND CONDITIONS** -- All purchase orders are subject to Dallas Area Rapid Transit Authority's Terms and Conditions. The complete PO Terms and Conditions PDF is available for download in the "Supporting Documentation" section below.
**Freight Terms Notice -** Please ensure that all bids/quotes reflect FOB Destination shipping terms with the freight cost included in the overall price. DART does not typically accept FOB Origin or Prepay and Add terms.
**Delivery Terms Notice -** Time and rate of deliveries are of the essence of this order. Seller's failure to deliver at the time and rate specified shall be the basis for rejection and default termination by the Authority (*Dallas Area Rapid Transit Authority*).
**Payment Terms Notice -** All vendors are advised that DART's payment terms are Net 30. Invoices shall be submitted (contact@example.gov) in triplicate (one copy shall be marked 'Original"), unless otherwise specified, and shall contain the following information: purchase order number; item number; purchase order description of supplies, services, or construction; sizes; quantities; unit prices; and extended totals. Unless otherwise specified, payment will be made on partial deliveries accepted by the Authority when the amount due on such deliveries so warrants. *Invoices will be paid 30 days from receipt of the invoice or 30 days from receipt of the order, whichever is later, unless other payment terms have been agreed upon in writing.*
**Termination for Default Notice -** The Contracting Officer may by written notice terminate this order, in whole or in part, for failure of the Seller to perform any of the provisions hereof within the time periods specified. In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12. As used in this provision, the term "subcontractor" and "subcontractors" means subcontractors, vendors, and suppliers at any level.
