The Naval Research Laboratory, under the Department of Defense, is soliciting quotes for the procurement of a brand name Rohde and Schwarz FSWX Signal Analyzer and SMW200A Vector Signal Generator under solicitation number N0017326QTS12. This is a combined synopsis and solicitation for commercial products issued as a Firm Fixed Price procurement. Due to the Non Manufacturer Rule and the lack of a class waiver for NAICS 334515, the acquisition is not set aside for small businesses, although all authorized resellers are encouraged to apply. The procurement is justified as a brand name requirement because specific technical needs for electromagnetic emitter replication and software interoperability make Rohde and Schwarz the only viable solution. The contract requires the delivery of hardware and software options within ten months after receipt of order. Interested parties must submit their quotes by September 17, 2026, at 5:00 PM EST, and must include OEM authorization documentation as part of their submission. The place of performance is located in Washington, DC. Primary contact for this requirement is Todd Schwartz, and secondary contact is Rick Savelli.
