ROOF COATING REMOVE/REPAIR

The contract seeks a qualified small business to remove the existing concrete roof coating system and perform all necessary repairs—including fixing cracks, penetrations, and leaks—at the WFO Guam facility located at 3232 Hueneme Road, Barrigada, GU, 96913-1610. The scope requires installation of a liquid-applied, three-part acrylic elastomeric roof coating system composed of a primer/base layer, reinforcement fabric/sealant layer, and a reflective topcoat layer, compliant with ASTM D6083, FM 4470, and ISO 9001 standards. All materials must be delivered in the manufacturer’s original, unopened, and undamaged containers with visible labels, stored between 50 and 90 degrees Fahrenheit in a dry, weather-tight, ventilated area off the ground and protected from sunlight. The contractor must be a certified installer designated by the coating manufacturer, which itself must be ISO 9001 certified with at least 20 years of manufacturing experience. The project must be completed within 270 days from the Notice to Proceed under a firm-fixed-price, single-order structure with Net 30 payment terms, and the contractor must provide a 20-year manufacturer warranty covering full system water-tightness and a minimum 5-year warranty on workmanship. Waste materials must be disposed of legally, and the contractor must submit a draft project plan one business day before the post-award conference and a final plan within five business days after, along with material documentation including SDS, TDS, certifications, and warranty certificates. Daily logs of application activities and environmental conditions must be maintained throughout.
