Roof Repairs Buildings FC571, FC520, FC525, FC573, and FC574

The U.S. Navy’s NAVFAC Mid-Atlantic is awarding a small business set-aside contract for comprehensive roof repairs on five buildings—FC571, FC520, FC525, FC573, and FC574—at Marine Corps Base Camp Lejeune, North Carolina. The solicitation, numbered N40085-26-R-9018, is a total small business set-aside under FAR 19.5 with an estimated contract value between $5 million and $10 million and a required completion date of 360 days after award. The work involves complete removal and disposal of existing roof systems, including fall protection, lightning protection, and decking, down to the structural deck, followed by installation of new aluminum drip edges, self-adhering ice and water membranes, elastomeric expansion joints, aluminum standing seam metal roofs with vented ridge caps, panel clips for wind resistance, pipe boots, and permanent fall protection systems. Field verification of all measurements is mandatory prior to bidding. All pricing must be submitted via line item numbers (ELINs), with ELIN 0001 representing the base scope of work and ELINs 0002 through 0007 representing optional tasks that may be exercised unilaterally by the government within 90 days of award. The award will be made on a lowest price technically acceptable basis, with price being the primary evaluation factor; tie-breaking favors offers employing domestic materials under the Buy American Act. Contractors must comply with stringent quality control requirements, including submission of a detailed QC plan before work begins, adherence to ASTM, SMACNA, and EM 385-1-1 standards, and use of NVLAP-, A2LA-, or AASHTO-accredited testing laboratories. All work must conform to EPA and OSHA regulations, and the use of hazardous materials such as asbestos, lead, PCBs, and hexavalent chromium is strictly prohibited without prior written exception. Contractors are required to submit complete proposal packages on two CD/DVDs with organized PDF and CAD files by April 1, 2026, at 3:00 PM, and must be registered in the System for Award Management with an active UEI. All personnel must obtain DBIDS base access after undergoing background checks, and the project superintendent must have minimum ten years of experience with five years on similar projects and be present on-site at all times.
