Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Western Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority.
Suppliers are strongly encouraged to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

Faxed bids will be accepted at 1-418-566-6167.
Hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation. Work under the Standing Offer covers the supply of all labour, materials (including waste factors), equipment, transportation and supervision necessary to carry out repair and maintenance to various roofs on an "as and when requested" basis by the Department of National Defence (DND) 4 Wing Cold Lake in Cold Lake, AB in the form of call-ups for provision of roof repairs. The Standing Offer will be issued for a term of three (3) years. It is anticipated that only one (1) firm will be issued a Standing Offer. The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).
This procurement contains MANDATORY requirements. See Part 4 and 5 of the RFSO for details.
There is a security requirement associated with this requirement. For additional information, see Part 6 - Security, Financial and Insurance Requirements, and Part 7A - Standing Offer. Offerors should consult the "Security Requirements for PWGSC Bid Solicitations - Instructions for Bidders" document (http://www.tpsgc-pwgsc.gc.ca/app-acq/lc-pl/lc-pl-eng.html#a31) on the Departmental Standard Procurement Documents Web site.
Debriefing After issuance of a standing offer, offerors may request a debriefing on the results of the request for standing offers. Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of notification that their offer was unsuccessful. The debriefing may be provided in writing, by telephone or in person. The debriefing will include an outline of the reasons the submission was not successful, making reference to the evaluation criteria. The confidentiality of information relating to other submissions will be protected.

The Crown retains the right to negotiate with suppliers on any procurement.
