Roof Replacement and Lightning Protection

Houston City College is soliciting bids for the comprehensive roof replacement and lightning protection system installation at two campus buildings: the JB Whitely Building and the Fine Arts Building, both located on the Central Campus in Houston, Texas. The solicitations, identified as IFB 26-18 and IFB 26-19, have submission deadlines of June 17, 2026, and June 18, 2026, respectively, at 2:00 p.m. Central Time, with a non-mandatory pre-bid conference scheduled for May 20, 2026. All proposals must be submitted electronically via the Bonfire portal as a single, non-editable PDF containing mandatory certifications, including a signed and notarized Bidder’s Certifications form, a Small Business Unavailability Certificate if the 35% small business participation goal cannot be met, and a Certification Relating to the Hardening of State Government (GA-48). The contract type is a fixed-price, lump sum construction arrangement based on AIA A101 and A201 forms, with awards determined under the Lowest Price Technically Acceptable (LPTA) method, as mandated by Texas Government Code Section 2269. The estimated budget for each project is $3,000,000, and contractors must demonstrate at least five years of relevant experience, provide a documented safety program with a designated safety officer, and submit their Experience Modification Rate (EMR) as part of qualification. The scope includes full tear-off of existing roofing to the concrete deck, installation of a new system meeting a 20-year NDL manufacturer’s warranty rated for 120 mph winds and 2-inch hail, and a two-year contractor workmanship warranty, along with coordination of permits, inspections, and as-built documentation. A 35% small business participation target is required, with recognized categories including MWPDBE, DBE, 8(a), and state-certified SBEs; failure to meet this goal necessitates formal justification. Liquidated damages of $1,000 per day will be assessed for delays in substantial completion. All work must be performed at the project site, 1301 Alabama Street, Houston, TX 77004, with inspections and formal acceptance occurring upon substantial completion there.
