Documents are available at no cost at PennBid (https://pennbid.bonfirehub.com). Bidders shall submit all questions about the meaning or intent of the Bidding Documents via the “Ask A Question” feature in PennBid no later than seven (7) days prior to the date of receipt of bids which are due June 16, 2026 at 5 pm. Responses to questions which require an addenda or changes to the Bidding Documents will be issued via a Public Notice posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted.
The Project will include the following work categories: tile and other specialty roofing work, general construction, carpentry and light steel framing, casework, interior finishing - painting, tile, flooring and plumbing, electrical and HVAC.
A Non-mandatory Pre-Bid Conference will be held for prospective bidders on June 9, 2026 at 2:00 pm in the CC Mellor Memorial Library. Bidders may, at their convenience, view the exterior project area, which is visible from the public streets. Access inside the library is available through arrangement with the librarian during their hours as indicated at https://ccmellorlibrary.org.
A satisfactory Bid Bond executed by the Bidder and an acceptable surety authorized to do business in the Commonwealth of Pennsylvania in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the Bid.
A Performance and Payment Bond in an amount equal to 100% of the amount of the contract and issued by a corporate surety authorized to do business in the Commonwealth of Pennsylvania will be required to be furnished by the successful bidder within 20 calendar days of the award date.
Funding for this project is partially supplied by a Keystone grant, project BLB-KPL-26-0004(for both the roof and interiors part of the project) a and a Gaming Economic Development Tourism Fund (GEDTF), project 2023-GEDTF-022 (for only the roof part of the project), administered by the Redevelopment Authority of Allegheny County. Bids submitted for this project are subject to the Pennsylvania Prevailing Wage and related Acts. Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran Owned Small Businesses.
Bids must be on the forms furnished by the C.C. Mellor Memorial Library as included: Bid Form, ACED compliance forms, checklists, affidavits, and the required questionnaires. Bids may be held by the C.C. Mellor Memorial Library for up to 30 days from the date of bid opening for the purpose of reviewing the Bids and investigating the qualifications prior to awarding the contract.
The C.C. Mellor Memorial Library reserves the right to reject any or all bids and to waive any or all defects, errors, omissions, irregularities, or informalities in any bid. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility. Awards shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement.
A Contractor’s Qualification Statement (AIA A305) is required by prime bidding contractors and roofing tile sub-contractors.
