Roof Replacement Services

Sarasota County is seeking to establish a pool of pre-qualified contractors for a three-year term contract to provide as-needed roof replacement and installation services. The scope of work includes the installation of asphalt shingle, thermoplastic, and modified bituminous protected membrane roof systems across various county-owned facilities, such as office buildings, warehouses, jails, courthouses, clinics, fire stations, and parks and recreation facilities. Contractors are responsible for providing all labor, materials, and specialized equipment, and may be required to subcontract bat abatement services. Individual projects will be awarded to the pre-qualified contractor submitting the lowest responsive and responsible lump sum quote, provided the cost does not exceed the Annual Bid Threshold limit per Florida Statute 255.20. To qualify, proposers must be Licensed Roofing Contractors registered in Sarasota County or the State of Florida. Minimum requirements include three verifiable commercial, governmental, or industrial project references from the last seven years, with at least one governmental project valued at $250,000 or more. Performance and payment bonds of 100 percent are required for purchase orders of $200,000 or more. Insurance requirements include Commercial General Liability of $1,000,000 per occurrence, Umbrella/Excess Liability of $2,000,000, and Business Automobile Liability of $1,000,000. Invoicing must be completed within two weeks of project completion via OpenGov, and contractors must provide 24-hour emergency contact information to the County Administrative Agent.
