This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12. This announcement constitutes only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number 19PM0726Q0034 is issued as a request for quotation (RFQ), for the procurement of roofing and construction materials.

This acquisition is not a set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

Additional Requirements for this acquisition:  

• This is a “brand name or equal” request for quotation.  Any brands mentioned in this RFQ are only a reference, and bidders may quote equivalent (meet or exceed) brands.
• Offerors must be authorized local distributors, operating within the Republic of Panama. Any proposal submitted by an entity located outside Panama will be deemed non-responsive and excluded from consideration. 
• The awarded contractor must provide local standard warranty replacement for defective items within 3 working days upon submittal of customer warranty replacement claim. Bidders must show proof of a locally available point of contact (name, location, phone number) based in the Republic of Panama that will oversee the project and warranty replacement claims.  Bidders are required to provide a detailed explanation of warranty terms, and provide the name, location and phone number of the primary point of contact that will be overseeing the project.  
• All materials provided will comply with local regulations and local quality standards.
