The Northern Blair County Regional Sewer Authority is soliciting bids for the Bel-Air Estates Sewer Rehabilitation Project under Contract No. 26-01, with submissions due via the PennBID platform by Tuesday, July 7, 2026, at 12:00 PM local time. The project involves approximately 1,400 linear feet of excavation and replacement of existing six-inch gravity sewer pipe, alongside 3,000 linear feet of Fold-and-Form pipe lining to rehabilitate existing sewer lines, as well as replacement and adjustment of certain sanitary manholes. All bidding documents are accessible exclusively through the PennBID website, and prospective bidders must register as plan holders to receive official updates, including addenda, which are not valid if obtained from any other source. Bid security in the form of a certified check or bid bond, equal to at least 10 percent of the bid amount, is mandatory. All bidders are required to comply with Pennsylvania state laws, including submission of a non-collusion affidavit to prevent bid-rigging, adherence to environmental statutes under Act No. 247 of 1972, and full compliance with the Public Works Employment Verification Act of 2022 by using E-Verify to confirm all employees’ work authorization. Because the project’s estimated cost exceeds $25,000, the Pennsylvania Prevailing Wage Act applies, mandating payment of prevailing wages to all workers. The project was partially funded through a grant from the Commonwealth Financing Authority, and bidders must also submit a Public Works Employment Verification Form as a condition for contract award. The Authority retains the right to reject any or all bids, waive minor irregularities, and select the proposal it deems most advantageous, regardless of price.
