The Department of Homeland Security, through the Sflc Procurement Branch 1, issued solicitation HSCG40-11-P-20592 for the procurement of rotary pump and motor units. This combined synopsis and solicitation sought the acquisition of Viking Pump Inc. rotary pumps, part number HJ75M, under NSN 4320-01-508-8552. The procurement was designated as a Total Small Business Set Aside and fell under NAICS code 332312. The units were specifically required for the pre-lube oil system of the 270 foot WMEC platform, with performance taking place in Baltimore, Maryland. Due to the critical requirements for form, fit, and function, the agency utilized a brand-name mandatory procurement process, justifying other than full and open competition. This decision was based on the necessity for original equipment manufacturer parts to avoid costly system modifications, testing, or recertification that would result from using alternate items. The solicitation requested quotations under FAR Parts 12 and 13, specifying requirements for pricing, delivery schedules, and packaging, while emphasizing that sourcing be limited to the brand-name manufacturer or authorized dealers.
