Rough Terrain Forklifts (RTFL)

The Department of National Defence is soliciting proposals for the procurement of 12 diesel-powered, four-wheel drive Rough Terrain, Sit-Down Rider Type Forklift Trucks and associated Integrated Logistics Support deliverables. These units are to be delivered Delivered Duty Paid to various Canadian military bases, including CFB Shilo, Det Dundurn, Wainwright, CFB Petawawa, Ashton, and Borden. The requested delivery timeline is 180 days after the contract award, with an additional option to procure up to 14 more units for delivery within Canada. The contract will be awarded to the compliant offer with the lowest evaluated price, with a 10 percent reduction applied to the evaluated price for Canadian suppliers and a 25 percent weighting for Canadian value-added. Technical requirements mandate that the vehicles be the latest model from a manufacturer with at least one year of proven production in this class. Key specifications include a minimum forward speed of 20 km/h on asphalt, a minimum gradeability of 30 percent, and mandatory 4-wheel steering. The equipment must adhere to strict safety and transportability standards, including ANSI/ITSF B56.6, UL 558 for DS fire safety ratings, and MIL-STD-1366E for C-17 aircraft transportability. Bids must be submitted electronically by October 6, 2026, and must include a technical offer, financial offer, and required certifications. The first vehicle will undergo performance testing at either the contractor's facility or the delivery location as determined by the Technical Authority.
