WAREHOUSE TRACTOR, WHEELED, ELECTRIC MOTOR DRIVEN

The Department of National Defence is soliciting bids for the procurement of six electric motor-driven warehouse tractors to be delivered to various Canadian Forces Base locations across Canada, with a required delivery date 180 days after contract award. An option exists for five additional units, to be activated via contract amendment if needed. This procurement, identified under solicitation W8476-267063/B, supersedes an earlier solicitation and is classified as a defence contract under the Defence Production Act. The tractors must be industrial-grade, 4-wheel vehicles capable of operating in both indoor and outdoor environments across Canada, including on roughened concrete and deteriorated paved surfaces, with a minimum forward speed of 16 km/h and a drawbar pull of at least 6.65 kN. They must meet ANSI B56.9 or equivalent construction standards, be delivered in fully operational and cleaned condition, and include all necessary assembly services at the destination. The tractors must be permanently marked with the manufacturer’s name, model, and serial number, and all controls, labels, and data plates must display metric units and international symbols, with bilingual English and French markings where symbols are not applicable. The contract requires full compliance with mandatory technical criteria, and awards will be made to the lowest evaluated price among compliant offers. The supplier must provide detailed technical documentation, including sample ILS documents for approval prior to delivery, and ensure all vehicles comply with Canadian standards for safety, labeling, and language. Packaging and shipping must follow strict guidelines, including proper labeling with manufacturer and specification numbers, accompanying documentation such as bills of lading and packing slips that list contract numbers, CRNs, and PBNs, and adherence to the Transportation of Dangerous Goods Act and Hazardous Products Act for any regulated materials. All pricing must be in Canadian dollars and include customs duties and excise taxes, but exclude applicable taxes which will be paid separately by Canada.
