The project includes construction of a below grade valve vault and associated appurtenances, piping, a new access driveway, new drainage and stormwater management systems, new fencing and site lighting; and new electrical and other communications work to support the new valve vault equipment. 
This project also includes installation of approximately 1,100 feet of 36-inch ductile iron pipe (DIP) transmission main, approximately 960 feet of 12-inch DIP distribution main on Barnes Avenue, and a 36-inch tapping sleeve and valve on the existing 48-inch prestressed concrete cylinder pipe (PCCP) within Quinnipiac Avenue. Temporary water main, temporary water services, replacement water services, and associated restoration is included in this project. Replacement or relocation of existing storm drainage and sanitary sewer service laterals on Barnes Avenue is also included.
Contractors submitting a bid for this project shall hold a current Prequalification Certificate in the category of “Water Treatment Plants”, or “Sewer and Water Lines” from the State of Connecticut Department of Administrative Services (DAS).  A copy of the Contractor’s DAS Prequalification Certificate and Update (Bid) Statement must be submitted with the bid.
Any contract or contact awarded under this invitation for bids is expected to be funded in part or by a loan from the EPA and/or DWSRF Program.  Neither the Federal Government or State of Connecticut nor any of its Departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contact.  This procurement will be subject to the requirements contained in subsections (h), (j) and (o) of Section 22a-482-4 of the RCSA.  Contractor is required to meet all DWSRF requirement/conditions.
This Contact will be required to meet Davis-Bacon and state prevailing wage requirements and subcontracting Minority and Women’s Business Enterprise (MBE/WBE) goal conditions (3.0 and 5.0 percent, respectively), per Connecticut Department of Public Health (CTDPH) funding requirements.
A mandatory Pre-Bid meeting, for Bidders only, will be held at 10:00 a.m. eastern time on October 6, 2026.  In order to attend the Pre-Bid meeting, the Bidder shall submit a written request stating his/her intention to attend this Pre-Bid meeting no later than October 5, 2026 by 5:00 p.m. If a written request is NOT received, then the Bidder will not be allowed to attend the Pre-Bid.  The written request should be mailed or emailed to the following:

The Bidders will meet at 125 Barnes Avenue, New Haven, CT.  For this Pre-Bid meeting, two forms of identification will be required for each person attending. All Bidders shall complete a Confidentiality Agreement prior to reviewing or purchasing Bid Documents and/or attending the Pre-Bid meeting.
Bidders may register as a Vendor at www.rwater.com to obtain bid specifications electronically, or may inspect specifications in paper format at the office of the South Central Connecticut Regional Water Authority, 90 Sargent Drive, New Haven, CT 06511. Additional Bid advertisements can be found on the state bid portal: www.ct.gov. Neither the South Central Connecticut Regional Water Authority nor Tighe & Bond will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from other sources.
