MODULE ASSY - ENGIN
Solicitation # NO0383-26-Q-AB01
This Request for Quotations, issued by NAVSUP Weapon Systems Support Philadelphia on September 11, 2026, seeks technical services for the teardown, evaluation, repair, and/or modification of two specific items: a Module Assembly - Engine (NSN 1680-01-585-4772) and a Proximity Switch EL (NSN 1680-01-585-5024). The primary objective is to return these units to a Ready for Issue (RFI) condition, ensuring they perform reliably in their intended operational environments. The contractor is responsible for providing all necessary facilities, labor, materials, and specialized tooling, as the government will not provide manufacturing aids or test equipment unless expressly stated. Because these items are considered flight critical, government source approval is required prior to award, and non-approved sources must submit specific documentation via the NAVSUP WSS Philadelphia Source Approval Information Brochure. The contract mandates strict adherence to technical and quality standards, including ISO 9001 or SAE AS9100 quality management systems and specific calibration requirements. Technical data must comply with MIL-STD-130 for markings and MIL-STD-2073 for packaging, with specific provisions for electrostatic discharge protection and domestic versus overseas shipping levels. Contractors must manage complex repair scenarios, such as items determined to be Beyond Economical Repair (BER), Missing on Induction (MOI), or requiring Over and Above (OAR) repair, all of which require formal written concurrence from DCMA and the Procuring Contracting Officer. The Government is conducting market research and identifying, companies that may possess the expertise, capabilities, and experience to meet the requirements of a contract supporting the United States Air Force, at Wright-Patterson AFB, OH. The market research from this RFI will help in determining the Government's Acquisition Strategy. The requirements are currently encompassed within the document: The B-52 Program Office is seeking information on potential interested and qualified providers to resolve a Diminishing Manufacturing Sources and Material Shortages (DMSMS) issue with a router/switch combo (referred to as router throughout rest of the document) that has been tested in EMD but not available for production. The effort includes selecting a commercial off the shelf (COTS) solution and integrating it into the existing architecture. New router is to be a same form, fit, function and interface (F3I) solution and already qualified to MIL-STD's. Effort will include necessary regression testing, design of any additional installation kit, as well as ability to provide the router, and kit if required, for production. Participation in this request is limited to U.S. DoD Contractors only with relevant experience of programs on military aircraft. Small businesses are encouraged to participate in this RFI. All Respondents should strive to justify or give evidence of how they can meet the specific requirements and state if they have any concerns with the requirements.
