Royalton Town Garage Energy Improvements

The project at the Royalton Town Garage in Royalton, Vermont, entails comprehensive energy upgrades including the replacement of all interior lighting with high-efficiency LED fixtures totaling 32 units, installation of a battery energy storage system with a minimum capacity of 13.5 kWh and 87% round-trip efficiency, and the addition of a Level 2 EV charger with an 80-amp output. All work must comply with NFPA 855, NEC 2023, IEEE 1547, UL 1741, and local codes, with lighting meeting DLC Qualified Product List v5.1+ standards, a minimum of 120 lumens per watt, CRI of 80 or higher, and a five-year warranty. The BESS must carry a ten-year warranty and provide critical load support during outages, while the EV charger must use a J1772 connector and adhere to grounding and labeling requirements. The scope includes site verification, permitting, system commissioning, staff training, and debris removal, with all work to be completed by November 15, 2026, and performed between 7:00 a.m. and 5:00 p.m. Monday through Friday. The project is funded by the SOV MERP Implementation Grant administered by Vermont’s Department of Building and General Services, and state funding means Davis Bacon and BABA requirements do not apply. Evaluation will follow a Lowest Price Technically Acceptable model, where only technically compliant bids are considered, and award goes to the lowest responsible bid.
