This is a SOURCES SOUGHT / SYNOPSIS announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. The US Army Corps of Engineers (USACE) - USACE Mission Support Battalion (UMSB) has been tasked to solicit for and award a commercial services contract for custom computer programming services. The Performance Work Statement (PWS) is attached. The proposed contract will be Firm Fixed Price with a period of performance listed task by task in the PWS part 5. Interested parties are encouraged to submit a capability package. 


The capability statements for this sources sought market survey are not expected to be proposals, but rather information regarding the company's existing experience in relation to the areas specified in the attached draft Performance Work Statement. Interested parties should respond to this notice by completing the attached questionnaire and proving a capability statement. Please limit capabilities statements to no more than 20 pages. MS Word or PDF are both acceptable. Minimum font size is 11. Fonts without a serif are preferred for headers and fonts with a serif are preferred for the body text (Times New Roman or similar). 


This market survey is for informational and planning purposes only and does not constitute a Request for Proposals (RFP). It is not to be construed as a commitment by the US Government. No award will be made as a result of this market survey. All information must be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input received as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.


The contractor shall provide services to support HEC and perform maintenance and minor modifications of HEC java software related to ecosystems with a focus on HEC-RPT, HEC-EFM Plotter, HEC-EFM Mapper and HEC EFMSim. 


Services to be performed include:


  • Evaluating and classifying issues within the existing software code.
  • Performing bug fixes in code.
  • Providing field support activities.
  • Providing minor modification or enhancements to the code.
  • Supporting HEC by attending and actively participating in meetings.
