This is a combined synopsis/solicitation for commercial products prepared in accordance with FAR part 12. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Per the attached sole source justification, there is only one responsible offeror who can provide the required licenses. As such, this requisition will be awarded on a sole source basis to The Gordian Group.


This solicitation is being issued as a request for quote (RFQ) to award one high-priority purchase order for the line items below in accordance with (IAW) FAR Part 12. The requested licenses are to be brand name, RSMeans Data Online.


This requirement is being solicited under North American Industry Classification System Code (NAICS) 513210, Software Publishers.


Delivery is required no later than 30 days after award. The period of performance will be from the date of delivery through 12 months. Complete and accurate electronic delivery addresses will be provided on the purchase order subsequent to award. This order is FOB destination to Keyport, WA.

If the vendor’s quote does not support the above technical specifications, the vendor may not be eligible for award. Additionally, the vendor will be evaluated to determine if they are responsible. This will include a review of the System for Award Management (SAM.gov) and the Federal Procurement Data System (FPDS) to determine their capability to perform the contract. The Excluded Parties List (EPLS) will be reviewed in SAM.gov prior to award. Please include your SAM UEI number with your quote submission.


The award of this contract will be issued through the OMS Vendor Portal. By submitting a quote, the offeror agrees to use this system if awarded this order, which includes acknowledging the order, marking the order as shipped, and providing tracking information through the OMS Vendor Portal. An OMS Vendor Portal account can be established by contacting the eTools Help Desk via etoolshelpdesk@gsa.gov once the Contract Specialist has generated a contract number.
