The Regional Transportation Commission of Southern Nevada (RTC) is soliciting proposals under RFP 26-035 for professional technical support to develop employment projections and provide on-call services for Regional Transportation Plan (RTP) amendments and air quality conformity determinations. The selected firm will be responsible for performing traffic modeling using EPA-approved MOVES models, conducting conformity analyses, and preparing technical reports to ensure compliance with federal transportation and air quality regulations. This non-exclusive, not-to-exceed contract is 95% federally funded and requires the service provider to maintain a local office staffed with personnel in the region. The period of performance extends from the Notice to Proceed through June 30, 2027, with no options for renewal or extension. Proposals are due by September 10, 2025, via the Nevada Gov eMarketplace (NGEM) and are evaluated using a trade-off method that prioritizes technical excellence over cost. Evaluation criteria are weighted toward qualifications, experience, and past performance (40%), the proposed work plan (20%), and specific knowledge of the Las Vegas Valley and Clark County (15%), with the price proposal accounting for only 10%. Mandatory submission requirements include a 30-page narrative, a separate fee proposal, and signed federal conditions forms. The contract includes strict provisions regarding organizational conflicts of interest, confidentiality, and adherence to FHWA federal-aid service contract requirements.
