RTRP Block Wall, Fence Construction and Landscape Improvements

The City of Riverside Department of Public Utilities, Energy Delivery Division, is soliciting bids for the RTRP Block Wall, Fence Construction and Landscape Improvements project (BID 8266). The scope of work involves the installation of approximately 1,800 feet of Concrete Masonry Unit (CMU) wall and footings, 1,700 feet of expanded metal fencing, and chain link fencing. The project also includes the installation of two manual double swing gates, one pedestrian gate, and two motorized gates with associated foundations and concrete aprons. Additionally, the contractor is responsible for installing drought-tolerant landscaping and monument signs outside the substation, as well as performing final site cleaning. Work must be completed within 300 calendar days from the Notice to Proceed, with an expected commencement in December 2026. Bidders must be registered on the PlanetBids Prospective Bidder's List and submit all proposals electronically by September 15, 2026. A bid bond of 10% of the proposal amount is required, executed by a California-admitted corporate surety with an A:7 rating. The successful contractor must provide performance and payment bonds equal to 100% of the contract price and comply with California prevailing wage rates and DIR registration requirements. Evaluation is based on a pass/fail system for addendum acknowledgment and portal registration, with the City Council reserving the right to award the contract to a bidder other than the lowest. Technical compliance is governed by the 2012 Standard Specifications for Public Works Construction, 2020 City of Riverside Standard Drawings, and specific Edison drawing standards.
