The U.S. Army Corps of Engineers (USACE), Norfolk District, intends to issue a solicitation for a firm-fixed-price construction contract for maintenance dredging of the Rudee Inlet Federal Navigation Channel located in Virginia Beach, Virginia. The solicitation will be issued in accordance with FAR Part 14, Sealed Bidding. The applicable North American Industry Classification System (NAICS) code is 237990 - Other Heavy and Civil Engineering Construction. The Product Service Code (PSC) is ZlKF - Maintenance of Dredging Facilities. In accordance with FAR 36.204, the estimated magnitude of construction is between $1,000,000 and $5,000,000. Description of Work The project consists of maintenance dredging of the Ru dee Inlet Federal Navigation Channel in Virginia Beach, Virginia. Work includes dredging up to approximately 220,000 cubic yards of sandy maintenance material from the following areas: ? Rudee Entrance Channel? Sand Trap? Entrance Channel Transition Area? North Jetty Area? South Jetty Area? Outer Deposition BasinApproximately 50,000 cubic yards of dredged material may be placed on Croatan Beach as optional work under the contract. Material placed at Croatan Beach will be sourced exclusively from the Deposition Basin. All remaining dredged material not designated for Croatan Beach will be placed to the north on Resort Beach. Dredging operations will occur in an open ocean environment in the Atlantic Ocean. The contractor should anticipate operations in areas with high recreational boating traffic and significant public presence during beach placement activities. Contractors will not be permitted to utilize Lake Wesley as a staging or safe harbor location. Use of Croatan Point Dock facilities or the designated Safety Area of the Federal Project will be permitted, as applicable. The contractor must have the capability to hydraulically pump sandy dredged material up to approximately 1.25 miles. Period of Performance The anticipated period of performance is 180 calendar days and must be scheduled within the window between Labor Day 2026 and Memorial Day 2027. The contractor shall commence work within 10 calendar days after receipt of the Notice to Proceed (NTP). Set-Aside Status The Government has determined that this requirement will not be set aside for small business participation. The acquisition will be conducted on an unrestricted basis.
