Sourcewell, a Minnesota-based local government unit and service cooperative, is soliciting proposals for Runway Equipment and Specialized Airfield Systems with Related Services under RFP 090826. This procurement aims to establish master agreements for use by participating governmental, educational, nonprofit, and tribal agencies across the United States and Canada. The scope of work encompasses turn-key solutions for navigational aids, such as edge lights and beacons; monitoring systems, including runway weather information and foreign object detection; and surveillance and safety systems, such as runway incursion warning systems and ADS-B receivers. While equipment-only solutions are permitted if the entity can handle installation, services-only solutions are strictly prohibited. Proposals must be submitted exclusively through the Sourcewell Procurement Portal by September 8, 2026, at 3:30 p.m. Central Time. Awards will be granted to the highest-scoring proposers based on a 1,000-point evaluation focusing on the depth of solutions, delivery capabilities, marketing plans, value-added attributes, and financial viability. Resulting master agreements will have an initial term of four years, with the possibility of three one-year extensions. The solicitation emphasizes the inclusion of small, minority-owned, women-owned, and veteran-owned businesses and requires compliance with Title VI of the Civil Rights Act of 1964 and applicable safety and regulatory standards. Pricing may be submitted as line-item costs, percentage discounts from catalogs, or selected bid pricing.
