The Department of Veterans Affairs Food Security Office, in partnership with the Office of Rural Health, is soliciting a Firm-Fixed-Price Single Award Blanket Purchase Agreement for the NouRISH program. This initiative aims to expand food locker programming across rural and highly rural sites to connect Veterans with reliable food resources and wraparound services. The contractor is responsible for the delivery, installation, and maintenance of UL-approved, ADA-compliant smart locker systems at VA Community Based Outpatient Clinics or other VA-owned facilities. Key requirements include providing necessary software, a three-year warranty on parts and labor, and a 24-hour emergency response system. All equipment must meet National Sanitation Foundation standards for sanitary food storage and include dual temperature control for freezing and refrigerating where applicable. The contract is structured with a base period and four optional extension periods, with a total performance duration not to exceed five years. Deliverables must be fulfilled within 30 calendar days after receipt of order and shipped FOB Destination. The Department of Veterans Affairs Food Security Office’s (FSO) vision is to create an environment where all Veterans are food and nutrition secure. The mission of the Food Security Office is to provide resources to VA healthcare systems through partnerships, data management, and research and education to support an interdisciplinary approach to ensure Veteran food security. FSO is organizationally situated within the Office of the Deputy Under Secretary for Health for Clinical Services. VHA FSO is partnering with the Office of Rural Health (ORH) to expand food locker programing, to be known as NouRISH (Nutrition, Resources, and Integrated Support for Health). FSO is advancing a West Palm Beach proof of concept to expand food locker programming across rural and highly rural sites. The Enterprise-Wide Initiative (EWI) uses an interdisciplinary framework designed to connect Veterans with reliable food resources and comprehensive wraparound services that address health related social needs.

NX EQ Pacemakers Cardiac External
Solicitation # 36C10X26R0041
The Veterans Health Administration is seeking a national requirements contract for external cardiac pacemakers, targeting temporary pacing solutions used across VA medical facilities. The solicitation, numbered 36C10X26R0041 and issued on July 22, 2026, with a response deadline of August 17, 2026, is administered by the Strategic Acquisition Center-Frederick under the Department of Veterans Affairs. The contract will be awarded as a Firm Fixed Price Requirements contract with a base period of 12 months and four additional 12-month option periods, allowing the Government to extend the term for up to five years total. The pacemakers must be new, original equipment manufacturer products, with no used, refurbished, or remanufactured items permitted, and delivery is to be made to various VHA locations upon receipt of individual orders, with FOB Destination terms. Technical compliance is strictly evaluated based on salient characteristics detailed in Attachment B, including design, performance, safety features, and warranty and training support. Failure to meet any critical technical requirement renders a proposal ineligible. The evaluation process prioritizes Technical performance as the most significant factor, followed by Past Performance, Veterans Preference, and Price, with award determined by best value trade-off rather than lowest price technically acceptable. Contractors must demonstrate capability to meet all specifications and submit proposals in five separate, uncompressed PDF or Excel files with specific naming conventions, emailed directly to designated government points of contact. Offerors must hold an active Unique Entity Identifier, represent their size and socioeconomic status accurately, and comply with all FAR and VAAR clauses, including restrictions on gratuities, subcontractor sales, payments to influence federal transactions, and anti-discrimination requirements. Packaging and marking must ensure safe delivery via common carriers, with each shipment labeled to indicate container sequence and include the IFCAP PO number and total containers. Electronic invoice submission via designated email contacts is mandatory, and while no specific COR or COTR is named, the Contracting Officer and Contract Specialist are identified as Sara Vickroy and Trevor Mason, respectively. No contract value is estimable due to placeholder pricing in the CLINs, which are for evaluation purposes only and do not obligate the Government.
