The Rural Housing Preservation Grant, administered directly by the Department of Agriculture, provides competitive discretionary funding to support the repair and rehabilitation of homes in rural communities. The program primarily targets very low- and low-income homeowners, though it also extends assistance to cooperative housing complexes and rental property owners who commit to maintaining affordable housing for low-income residents. For the 2025 fiscal year, approximately 2.1 million dollars is allocated specifically for disaster assistance, with a maximum award limit of 50,000 dollars per project. Eligible expenditures cover a wide range of critical home improvements, including the replacement or repair of roofs, foundations, electrical wiring, insulation, heating systems, and water or waste disposal systems. Funding may also be used for labor, materials, administrative costs, and the installation of handicap accessibility features. While the program is currently closed pending the next funding cycle, it remains a key resource for improving housing stability and safety in rural areas.

First-Time Homebuyer Assistance Program
Solicitation # NFS 27-009
The City of Avondale Neighborhood and Family Services Department is soliciting proposals from qualified non-profit subrecipients to administer the First-Time Homebuyer Assistance Program. Funded primarily through the HUD HOME Investment Partnerships Program, the initiative provides financial assistance ranging from 1,000 to 40,000 dollars to low- and moderate-income homebuyers for down payments, closing costs, and principal interest buydowns. The selected subrecipient will be responsible for processing applications, ensuring HOME regulatory compliance, and conducting home inspections according to HUD Housing Quality Standards or NSPIRE. The program aims to assist a minimum of six households at or below 80 percent of the Area Median Income and requires a 25 percent non-federal match. Proposals are due by November 12, 2026, via the OpenGov portal, with an anticipated start date of January 1, 2027. Evaluation is based on a points-weighted system focusing on pricing, key positions, experience, project approach, and past performance. The resulting agreement may include up to four successive one-year renewal terms. Because of the federal funding source, subrecipients must maintain active registration in the System for Award Management and comply with extensive federal mandates, including the Davis-Bacon Act, the Fair Housing Act, and various non-discrimination and environmental regulations. Additionally, all contractors must adhere to the City of Avondale Artificial Intelligence Use Policy.
