The Rural Microentrepreneur Assistance Program, administered directly by the Department of Agriculture, is designed to foster the growth and sustainability of rural microentrepreneurs and microenterprises. The program provides support to Microenterprise Development Organizations through three primary mechanisms: loan-only options, a combination of loans and technical assistance grants, or subsequent technical assistance grants. Loan funds are specifically designated for the establishment or recapitalization of revolving loan programs to provide microloans, while grant funds are utilized to deliver essential entrepreneurship training and technical assistance to rural individuals and businesses. Focusing on economic development within rural communities, particularly in the food and agriculture sectors, this initiative utilizes a competitive and discretionary financial structure. While the program currently lists a status of closed pending the next funding cycle, it typically operates with a rolling deadline for applications. This program serves as a strategic tool for enhancing the economic viability of small-scale rural enterprises through a blend of capital access and professional development.

CDBG PRO Housing Round 2: Addressing Zoning, Permitting, & Building Code Barriers to Affordable Housing
Solicitation # GR_4271_PROHOUSING
The CDBG PRO Housing Round 2 solicitation, issued by the Dane County Department of Human Services, seeks proposals from municipalities to remove regulatory, infrastructure, and capacity barriers to affordable housing. Eligible projects focus on code reform, such as updating zoning and land-use policies to support multifamily and mixed-use housing, as well as streamlining permitting and inspection processes. Municipalities may request funding between $15,000 and $150,000 for implementation-ready projects. The evaluation process is heavily weighted toward the project's logic model, which connects identified barriers to expected outcomes, accounting for 60 percent of the total score. Other scoring factors include cost and budget alignment, a project narrative, and the applicant's experience and qualifications. The submission deadline is November 13, 2026, with proposals required via the County's eProcurement Portal. Successful applicants must certify project readiness, ensuring 60 percent of milestones are completed within 18 months and 100 percent within 24 months. The contract term is one year with options to renew for four additional one-year periods, while the overall federal period of performance extends from February 2025 to September 2030. Compliance requirements include registration in SAM.gov and Grants.gov, adherence to non-discrimination and civil rights laws, and specific federal certifications regarding lobbying and labor practices. Payment is issued within 30 days of receipt of accepted goods or services, and administrative costs are capped at 15 percent.
