Russian Gulch Water Systems Upgrades

The Russian Gulch Water Systems Upgrades project involves extensive infrastructure improvements across multiple locations in California, primarily focused on replacing and installing new water lines. Approximately 4,522 feet of trenches, 3 feet deep and 3 feet wide, will be excavated through existing paved roads to accommodate new water lines of varying diameters: 290 feet of 8-inch line, 3,750 feet of 3-inch line (with about 40 feet connected beneath an existing bridge structure), and 482 feet of 1-inch line. Installation of utility vaults is required for operational components, including a 3-foot by 3-foot by 3-foot vault for a wharf hydrant valve tied to the 8-inch line and six 3-foot by 3-foot by 2-foot vaults to house gate valves along the 3-inch line. Directional drilling will be performed across Highway 1, involving two 10-foot by 15-foot by 5-foot deep pits on either side of the highway to install a 10-inch conduit running 290 feet at a 4-foot depth to carry both electrical and water lines. A comprehensive spill plan and Best Management Practices will be implemented for drilling fluids, with strict adherence to DPR and Caltrans requirements, and all drill pits will be backfilled with native soil upon completion. Additionally, the project includes upgrading communications infrastructure for the water treatment plant by installing 2-inch signal conduit in two separate trench systems totaling over 8,000 feet, along with 25 vaults to support the system. At the existing redwood water storage tanks, all inlet and outlet piping will be replaced, new liners will be installed, and new tank ladders will be added for safety and access. At the beach location, a 50-square-foot area will be excavated one foot deep, compacted with six inches of drain rock, and covered with a six-inch concrete pad to support a beach rinse shower and associated sump system. All work will be performed in alignment with environmental and operational standards set forth by California state agencies, with coordination centered around the Department of Parks and Recreation and oversight provided by the statewide CEQA coordinator.
