RUTLEDGE WAY AND SHERIDAN WAY RESURFACING
Project Description
Project Location:
Rutledge Way: Vicksburg Place to Gettysburg Place, Sheridan Way: Vicksburg Place to Gettysburg Place. See attached Vicinity Map.
Project Justification:
The existing residential streets Rutledge Way and Sheridan Way were part of the Lincoln Village, Unit 5 and Unit 7 subdivision constructed in 1950. Existing construction plans indicate that Rutledge Way's 28-foot roadway was originally constructed with an oil surface over 5-inch gravel with 5-foot curb, gutter, and sidewalk. Sheridan Way's 28-foot roadway was constructed with 2-inch Asphalt Concrete (AC) over 6-inch gravel with 6-foot curb, gutter, and sidewalk. Coring sample did not reach base/subbase, but there is at least 3 inches of AC on Sheridan Way, and at least 5 inches of AC on Rutledge Way. As part of an overall pavement maintenance strategy, these roads are programmed for slurry seal on a 7-year cycle, with the last slurry seal taking place in 2016.
The existing roadway surface on Sheridan Way exhibits moderate alligator cracking and some oxidation.
The existing roadway surface on Rutledge Way exhibits high alligator cracking and some low edge cracking. There are several areas where the existing gutter pan has been paved over/slurry sealed on both Rutledge Way and Sheridan Way. There are areas throughout project limit where flowline is slightly higher in the gutter pan, thus restricting efficient flow. There are some areas of failed existing curb, gutter, and sidewalk that have heavy cracking.
Scope of Work:
The project will consist of:
1. Cold planing existing roadway (28 feet wide) to a depth of 0.17 feet and placing 0.17 feet Hot Mix Asphalt (HMA) (Type A)
2. Repairing pavement structural failure areas with 0.25' HMA (Type A).
3. Scraping existing AC out of gutter pan on both roadways.
4. Removing all part-circle culverts, driveway pipes, and steel plates in gutter.
5. Grinding high areas of existing flowline and gutter to help with water flow.
6. Removing existing curb, gutter, and sidewalk at failed locations and replace in kind.
7. Removing and replacing existing curb ramps to provide pedestrians requiring accessibility access in accordance with the ADA requirements.
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily residential with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainsons Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainsons Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project area.
