This Request for Proposal (RFP) invites qualified dental insurance providers to submit proposals for comprehensive dental coverage for people with HIV/AIDS in Maricopa and Pinal Counties. Proposals may include either Administrative Services Only (ASO) or Preferred Provider Organization (PPO) networks, or both, covering only in-network providers. The fully insured dental plan will commence on March 1, 2025. The Maricopa County Department of Public Health, Office of Oral Health, administers the Ryan White Dental Insurance Program and has overseen this federally funded program since 1995. Through partnerships with selected contractors, the Ryan White Part A Program (RWPA) aims to increase access to dental care and improve oral health outcomes for people with HIV/AIDS in Maricopa and Pinal Counties. Funding for this program is provided by the Ryan White Part A Grant and must be used in accordance with current and future Heath Resources & Services Administration (HRSA). These policies are available on the HRSA website at https://ryanwhite.hrsa.gov/grants. Funds are contingent upon receipt of Notice of Award from HRSA to Maricopa County. Award amounts are determined annually and are subject to adjustment based on community needs and allocations by The Greater Phoenix Ryan White HIV Services Planning Council.
