Parachutist Oxygen Delivery System (PODS) Prototype
Solicitation # W91CRB-Parachutist-Oxygen-Delivery-System-(PODS)-Prototype
The Parachutist Oxygen Delivery System (PODS) Prototype solicitation is an Other Transaction Authority (OTA) presolicitation under 10 U.S.C. §4022, aimed at securing innovative prototype solutions from Non-Traditional Defense Contractors or small businesses for use by U.S. military parachutists. The system must deliver reliable, life-sustaining oxygen during descent and pre-breathing phases under extreme environmental conditions, including temperatures from -65°F to 140°F, 100% non-condensing humidity, and sand/dust exposure, while meeting strict performance thresholds such as 40 liters per minute pre-breath flow and 45-minute descent capability using a 400L integrated oxygen system. Vendors are required to submit white papers of no more than three pages detailing technological approach, Work Breakdown Structure, TRL level (minimum TRL 6), anticipated cost, and past performance, with formal proposals due by close of business August 3, 2026, via email to designated Army personnel. The project will progress through Developmental Testing (DT) and Operational Testing (OT) phases at Yuma Test Center and Fort Bragg, leading to a Production Readiness Review and full lifecycle sustainment planning, with key deliverables including 6 units for DT and up to 15 for OT, along with maintenance, logistics, quality, and technical manuals.
