S--This is a requirement for Area Mowing at Bardwell Lake,Ennis, Texas.

This is a pre-solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Contractor is to provide all contract work force and equipment required to perform Area mowing and trimming; Facility mowing and trimming; Fire Line mowing; fence line mowing; Trail Mowing and trimming, Hay Lease mowing and trimming, Natural Resource mowing and Headquarters, Park Entrances, Group Shelter mowing and trimming and Vegetation Control mowing services at the Bardwell Lake Project. Contractor's work and responsibility shall include, but not be limited to all job planning, programming, scheduling, administration, inspection, and management necessary to accomplish the required mowing services. Cut, trim, and power mow grass, weeds, and tree and brush sprouts to a height of not more than four (4") inches or less than one and one-half (1 1/2") inches in the area as indicated by attached maps. Mowing shall be uniform with no uncut or uneven areas resulting from mowing, overlap, wheel roll-over, etc. All mowers will be set to mow at the same uniform height. Mowing will not be permitted with tractor mounted mowers when ground is so wet that mowing operations will cause wheel rutting. Mowing, trimming, and edging shall be conducted in such a manner so there is no wheel damage to the turf or any damage to concrete edges, signs, fences, or trees or other facilities. Mowing with tractor mounted mowers and tractors with batwing or flail type mowers SHALL NOT take place closer than twenty feet (20') to facilities so as not to cause damage. The Contractor shall survey the park or area and report in writing, all damage or vandalism to the COR prior to commencement of mowing or trimming in each area. Any damage found thereafter by the Government's inspector that has not been previously reported by the Contractor shall be assumed to be damage caused by the Contractor's operation, and shall be repaired, replaced, or deducted from his invoice, as determined by the COR, at no cost to the Government. Areas adjacent to facilities must be trimmed using other types of equipment such as string trimmers. Trimming shall be accomplished around all vertical objects such as against buildings, guard posts, fences, tables, trash receptacles, electrical outlets, water fountains, cookers, etc. Edging and trimming shall be accomplished each time mowing is performed. Edging shall be accomplished with a gasoline or electric edger, capable of making vertical cuts a minimum of one-half inch below adjacent concrete levels, along all walkways and curbs. All grass, dirt, etc., caused by trimming or edging shall be removed from concrete slabs, sidewalks, etc., by sweeping, air blowing etc. Period of performance for this contract will be 365 days from date of award and 365 days for each awarded option period. This contract will have one base period with 4 option periods. The evaluation criterion for this solicitation is past performance and price, with past performance out weighing price.
